1. Casinos may operate with upto 50 % of its capacity, subject to
adherence to all Covid safety protocols, including use of masks,
sanitisers, thermal screening etc. However, entry shall be permitted for
the asymptomatic guests or staff who:
i. are fully vaccinated and possessing a vaccination certificate of
both doses of Covid-19 vaccine issued through CoWIN portal,
provided 15 days have elapsed since administration of the
second dose of such vaccine,
or
ii. possess RT-PCR negative reports for the test conducted not prior
to 72 hours from the time of entry,
2. Spa/massage parlours may open subject to adherence to all Covid
safety protocols, including use of masks, sanitisers, thermal screening
etc. However, entry shall be permitted for the asymptomatic guests or
staff who:
i. are fully vaccinated and possessing a vaccination certificate of
both doses of Covid-19 vaccine issued through CoWIN portal,
provided 15 days have elapsed since administration of the
second dose of such vaccine,
or
ii. possess RT-PCR negative reports for the test conducted not prior
to 72 hours from the time of entry,
3. auditoriums/community halls or similar places beyond 50% of the
seating capacity,
4. river cruises/waterparks/entertainment parks beyond 50% of the seating
capacity,
5. cinema halls beyond 50% of the seating capacity,
6. Inter-state movement for persons except
A -Asymptomatic persons who are fully vaccinated possessing a
vaccination certificate of both doses of COVID-19 vaccine issued
through the COWIN portal, provided 15 days have elapsed since
the administration of the said vaccine.
B- persons entering in Goa for medical emergencies on production
of proof therefore,
C- two drivers and one helper per goods vehicle. However, the
Police or the other authorities will have to scan such persons with
the thermal guns to see whether they display any symptoms and
if they display any symptoms then the Police or the other
authorities should deny access to such persons within the State
of Goa.
D- for those carrying Covid negative test report for a test done a
maximum of 72 hours prior to entering in Goa. Further, in case of
a person coming from Kerala entry will be allowed with negative
RT-PCR report and subject to the following additional conditions:
i. the students/employees coming from Kerala shall be
subjected to Institutional Quarantine of 5 days. The
arrangements for the quarantine for the students will be
done by the Administrators/Principals of the educational
institutions. For employees, it shall be done by respective
offices/companies/firms respectively. At the end of 5 days,
they shall be tested by RT-PCR.
ii. Arrivals from Kerala other than students and employees
should produce the RT- PCR negative Test report and
should be in Home Quarantine for 5 days.
iii. Exemptions from Quarantine are as follows :
■ Constitutional functionaries, health care
professionals and their spouses.
■ Children below 2 years.
■ ln dire emergency situations (death in the
family, medical treatment etc.)
■ Short term travelers (within 3 days )
■ Passengers in transit from and to Kerala via
any mode of transport,
